WES to WEL: What the Change Means

From 1 December 2026, Australia will formally transition from Workplace Exposure Standards (WES) to Workplace Exposure Limits (WEL).
At first glance, it may appear to be a terminology update. In reality, it represents a significant regulatory tightening around airborne contaminants — and it will directly impact how businesses manage respiratory protection across construction, mining, manufacturing, defence and government sectors.
For Industree Group customers, this change presents both a compliance obligation and an opportunity to strengthen workplace safety systems.
What’s Changing?
Workplace Exposure Standards (WES) — currently in use — are being replaced by Workplace Exposure Limits (WEL). These define the maximum airborne concentration of hazardous substances permitted in a worker’s breathing zone
The transition introduces:
- Stronger legal language — exposure limits must not be exceeded
- Updated toxicology data
- Revised limits for 161 substances
- Greater regulatory scrutiny around documented control decisions
The transition period runs until 30 November 2026, with mandatory WEL compliance from 1 December 2026
Regulators are already expecting early adoption where risks are known
Why This Matters for Our Customers
Lower exposure limits mean engineering controls alone may no longer achieve compliance.
Under WEL thresholds:
- Respiratory Protective Equipment (RPE) becomes more frequently mandatory
- Exposure monitoring must be defensible
- PPE selection must be justified and documented
- Assurance systems must support compliance
